加強(qiáng)制度保障，確保走向長(zhǎng)遠(yuǎn)。推進(jìn)城鄉(xiāng)一體化的長(zhǎng)遠(yuǎn)保障是制度建設(shè)。要圍繞講秩序和可持續(xù)，讓國家在有限政府框架內(nèi)辦事，在完善和創(chuàng)新公共管理服務(wù)上有所突破，從加強(qiáng)基本制度建設(shè)入手，科學(xué)合理地確定深化農(nóng)村土地集體所有制和城鎮(zhèn)土地國有制改革的方向，合理引入條件，明確界定和保護(hù)勞動(dòng)者在制度中的產(chǎn)權(quán)，實(shí)行有保留、有取消、有修改相結(jié)合，建立內(nèi)在邏輯一致的完整制度框架，激發(fā)各種勞動(dòng)者在農(nóng)村土地和城鎮(zhèn)土地上的生產(chǎn)積極性，建立良好穩(wěn)定的社會(huì)秩序和社會(huì)結(jié)構(gòu)。建立完善國家推進(jìn)城鄉(xiāng)發(fā)展一體化工作領(lǐng)導(dǎo)機(jī)構(gòu)，加強(qiáng)統(tǒng)籌協(xié)調(diào)，建立日常工作機(jī)制，組織在法律授權(quán)下開展改革試點(diǎn)和推進(jìn)全面工作。深化國家行政管理體制改革，將政府工作權(quán)力明確界定為有條件的權(quán)力，并公開這些條件，將政府工作職責(zé)明確界定為有限責(zé)任，并進(jìn)行責(zé)任分解，推進(jìn)建立政府權(quán)力清單和責(zé)任清單。借鑒日本經(jīng)驗(yàn)，制定和完善專門法案，有計(jì)劃有步驟地統(tǒng)籌推進(jìn)國土綜合開發(fā)，注重開發(fā)和地區(qū)綜合發(fā)展，推動(dòng)大型項(xiàng)目建設(shè)，創(chuàng)造良好生態(tài)環(huán)境，建設(shè)宜居綜合環(huán)境，構(gòu)建交流網(wǎng)絡(luò)和多級(jí)分散國土框架，推進(jìn)多種主體參與開發(fā)和地區(qū)合作，保障國土開發(fā)可持續(xù)發(fā)展。

Integrated Development of Urban and Rural Areas: National Strategy Oriented to the Future

Abstract: The integration of urban and rural areas has distinct Chinese characteristics and important strategic significance, and produces an effect on the future of China's economic development. The initial stage of the integration of urban and rural areas is to speed up the new-type urbanization and the building of a new countryside, while the advanced stage is to improve social mobility, especially for the poor to enter into the city and the rich to go to the countryside, so as to establish a good social order and social structure that meets the new requirements of the changing times. The Chinese government attaches great importance to promoting the integration of urban and rural areas. At present, the integration of urban and rural areas in China is still in its primary stage, and needs to solve problems concerning the standard, theory, methodology and social security. As the Thirteenth Five-Year Plan period is the important timing for China to further promote the integration of urban and rural areas, this article suggests stressing planning and guiding, and setting clear development standards; promoting the market, and establishing good mechanisms; improving the government, and providing support services; intensifying institutional guarantee, and ensuring long-term effect.
